Michele Mellgren has over thirty years of extensive experience in all phases of planning, zoning, and land use matters. She has provided her expertise to numerous local governments, as well as a select group of private sector clients. Her experience includes corridor and redevelopment planning, land use amendments, zoning code writing, and fundamental economic impact analyses. She is an experienced and highly respected expert witness on land use matters, and excels at crafting clear and convincing arguments for testimony in court.
Michele holds a master’s degree in urban and regional planning from The George Washington University in Washington, D.C., and is a member of the American Institute of Certified Planners. She is also fully certified by the National Charrette Institute in Charrette Management and Facilitation.
Jeffrey N. Katims
AICP, CNU-A | Managing Principal
Jeff Katims has almost three decades of public and private sector experience in planning, zoning, and land use, including providing expert witness testimony. He is highly skilled in completing land use plan amendments, rezonings, development research and long-range planning. Jeff specializes in writing zoning codes and land development regulations that are clear, understandable, enforceable and defensible.
Jeff holds a master’s degree in urban and regional planning from Florida State University, and is a member of the American Institute of Certified Planners. He also completed the Virginia Polytechnic Institute’s Academy for New Urbanism, Form-Based Codes Institute, and is accredited by the Congress for the New Urbanism in form-based coding. Additionally, he is certified in CPTED design.
AICP, CNU-A | Urban Designer + Project Manager
Kaitlyn Forbes has a talent for creating plans for urban transformations and is skilled in preparing graphic visualizations. She translates these skills into the realms of both short and long range planning, zoning, and land use. Kaitlyn has a master’s degree in urban design from Ball State University and a bachelor’s in urban planning and development from the College of Architecture and Planning at Ball State University.
Kaitlyn is a member of the American Institute of Certified Planners. She is also accredited by the Congress for the New Urbanism and the National Charrette Institute.
