Michele C. Mellgren

AICP, NCI-A | President

Michele Mellgren has over thirty years of extensive experience in all phases of planning, zoning, and land use matters. She has provided her expertise to numerous local governments, as well as a select group of private sector clients. Her experience includes corridor and redevelopment planning, land use amendments, zoning code writing, and fundamental economic impact analyses. She is an experienced and highly respected expert witness on land use matters, and excels at crafting clear and convincing arguments for testimony in court.

Michele Mellgren holds a master’s degree in urban and regional planning from The George Washington University in Washington, D.C., and is a member of the American Institute of Certified Planners. She is also fully certified by the National Charrette Institute in Charrette Management and Facilitation.

Jeffrey N. Katims

AICP, CNU-A | Managing Principal

Jeff Katims has almost three decades of public and private sector experience in planning, zoning, and land use, including providing expert witness testimony. He is highly skilled in completing land use plan amendments, rezonings, development research and long-range planning. Mr. Katims specializes in writing zoning codes and land development regulations that are clear, understandable, enforceable and defensible.

Jeff Katims holds a master’s degree in urban and regional planning from Florida State University, and is a member of the American Institute of Certified Planners. He also completed the Virginia Polytechnic Institute’s Academy for New Urbanism, Form-Based Codes Institute, and is accredited by the Congress for the New Urbanism in form-based coding. Additionally, he is certified in CPTED design.

Althea Jefferson

AICP | Senior Associate

Althea Jefferson has nearly twenty-five years of public sector experience working with local residents, community organizations, executive leaders, and elected officials. She offers a breadth of planning experience in comprehensive planning, land development regulations, neighborhood planning, community participation, development review, permitting, and intergovernmental coordination.

Prior to joining The Mellgren Planning Group, Althea managed a municipal planning department and oversaw budget development, process improvement, operations management, and administrative policy development.

Althea holds a master’s degree in Urban and Regional Planning from Florida State University, and is a member of the American Institute of Certified Planners.

Rebekah Brightbill-Dasari

CNU-A | Community Development Planner

Rebekah Dasari has substantial public sector experience in redevelopment planning, community development, and economic development. Ms. Dasari enjoys using public-private partnerships to catalyze change in cities. She holds a master’s degree in urban and regional planning from the University of South Florida and a bachelor’s in community development from Covenant College.

Kaitlyn Forbes

CNU-A | Urban Designer

Kaitlyn Forbes has a talent for creating plans for urban transformations and is skilled in preparing graphic visualizations. Ms. Forbes has a master’s degree in urban design from Ball State University and a bachelor’s in urban planning and development from the College of Architecture and Planning at Ball State University.

Timothy Haynes

Planner

Timothy Haynes has two years of professional planning experience and is currently pursuing his master’s degree in urban design. Mr. Haynes provides planning services to the City of Parkland and the City of Lighthouse Point.
